2. Confirm details (location, photos, videos, description) within the HARM app.

3. A solution provider is paired with the user.

An analysis of publicly-available 911 data from 15.6 million calls across 9 American cities suggests that up to 62.6% of 911 calls involve noncriminal situations where there is typically no clear safety concern and officers are not required by law to make an arrest.
